probability of an npc carrying artifacts?

what is the probability of an npc carrying mama's beads?

i usually find tier1 and *maybe* tier 2 artifacts on them...

and i know that in some mods (say ZRP with the monomartyrs) there is a chance you will find any artifact on an npc, but what about vanilla?

I think all the mama's beads you can find in vanilla are in pre-chosen areas. I don't think the game allows them to spawn on NPCs.
