First question:-
What program is used to open or edit the all spawn file?
I've tried Notepad, but it just sits there thinking about it. I let it think for a good 10 minutes, but it still didn't show up.

No idea what program, but definitely NOT Notepad, as the all.spawn file is 29.2Mb in size; which is well beyond anything Notepad can cope with, and the all.spawn file is not a text file. It is my limited understanding that the most common method used is to extract the all.spawn files via a version of acdc.pl ("all.spawn compiler/decompiler" Perl script by bardak) called acdc-cop.pl or similar. Check out the GSC forum sections for CoP. The resulting configuration files can easily be edited with a text editor. I suggest the open-source Notepad++ with the ability to search in files and with syntax highlighting for .ltx (MS-DOS INI) and .script (Lua) files and a lot of other nice features. The Perl script can also be used to regenerate the all.spawn after you have completed your edits.

I agree with NatVac on usage of Notepad++ . . . it makes it a ton easier to read the individual files, and the search functions area life saver.
Not to mention, you can also configure the displayed text as you wish, which can make it even easier to read . . . having all command and config stuffs in black, all numerals in orange, headers in dark green, etc.

I'm using smrter for CoP and was wondering how I'd go about adding the weapons to that the mod includes to owl or that other twat.

Ok go to C:\Program Files\bitComposer Games\S.T.A.L.K.E.R. - Call of Pripyat\gamedata\configs\misc\trade
find the files named
trade_zat_b30_stalker_trader (owl) trade_jup_b202_stalker_barmen (Hawaiian)
open files and scroll to supplies_generic
paste weapon name (ex wpn_weponname)
that's it
